Democrats took control of both the House and Senate in the 2026 US midterm elections, dealing a setback to President Donald Trump and candidates supported by major technology-sector donors. The results reflected voter concerns about the cost of living, corruption and the growth of artificial intelligence data centers, according to the source report.

Texas became a prominent example of the shift. James Talarico defeated Ken Paxton to win the state’s Senate race, becoming its first Democratic senator in nearly four decades. Gina Hinojosa also defeated three-term governor Greg Abbott, making her the first Democratic governor of Texas since Ann Richards left office in 1995.

Hinojosa had called for a pause on new data center projects until stricter rules are adopted. The issue also featured in a CNBC survey: 56% of respondents said it had a decisive or significant influence on their choice of candidates.

The Republican losses were a setback for technology figures and interest groups that had spent heavily to support candidates backing AI infrastructure expansion. Elon Musk, described in the report as the election cycle’s largest individual donor, spent more than $200 million in Texas in an effort to prevent Talarico’s victory. Overall, 14 of the 20 largest donor groups supported Republican candidates exclusively or almost exclusively. Groups linked to cryptocurrency, AI and online gambling contributed more than $377 million.

With majorities in both chambers, Democrats will have greater power to scrutinize the Trump administration, summon officials and launch investigations. Lawmakers have already advocated calling AI company executives to testify under oath.

Democrats also won races in areas of Texas, Florida and North Carolina where district boundaries had been changed to benefit Republican candidates. The party picked up additional victories in South Carolina, Ohio, Georgia and New Hampshire, and won Senate seats in Iowa and North Carolina.

Economic dissatisfaction was another major factor. Many voters blamed worsening conditions on Trump’s tariffs and the war with Iran, while an October CNBC poll identified corruption as respondents’ top concern. After the results were announced, futures for the Dow Jones and S&P 500 fell. The new congressional balance gives Democrats the ability to block parts of the president’s agenda and increase oversight during the final two years of Trump’s term.
