OpenAI plans to combine the usage limits for ChatGPT and Codex starting in December. The change will affect Plus, Pro and Business subscribers, though the company has not announced the exact date it will take effect.

Under the new system, usage will draw from a shared token allowance. The amount consumed will depend on the model selected and the complexity of the task, meaning more demanding requests will use a larger share. A lengthy coding session in Codex, for example, will leave less room for complex tasks in ChatGPT, and vice versa. Instant chat conversations will not count against the shared allowance.

The change follows the integration of Work’s agentic AI features into the main ChatGPT experience. Previously, ChatGPT, Work and Codex had separate limits, including individual allowances for file uploads, image generation and voice interactions. Plus subscribers also had five-hour usage windows for Codex and Work, along with a weekly allowance. The new structure will bring usage across the services under one limit.

Once the allowance is used up, subscribers will be able to wait for it to renew, upgrade their plan or buy additional credits. OpenAI says the remaining balance and estimated time until renewal will appear under Settings > Usage.

OpenAI says it is preparing the transition to avoid disrupting users’ workflows and expects most users to see a renewal pattern similar to the current one. The company has not yet published the token allowances for each plan, how often limits will renew or whether the usage rules will change. It has also not confirmed whether Free and Go subscribers will be affected.
